Information and Request on the issue of Nanthoor circle

This post is about initiatives that are required for having a safe, convenient and scientific circle at Nanthoor Mangalore.

Our appeal is to all the citizens. This campaign cannot be a one political party affair, although any party/organisation can take it and we want them to take initiatives. We request people from all ideologies to join this cause. If we get 1000 signatures, we shall convey it to the concerned authorities. A special appeal to media people to spread the word.

Although, we have started seeing some action by the local authorities click on this to know about it we have not achieved complete success.

When some of our members (Mr.Joseph James Martis and Mr.Walter Menezes) met the National highways manager and got stock of this situation, they came to know about few things.


  1. NHAI Project plan is ready, approved but the only major hurdle to start is the release of funds from the centre. It is on the top priority for this sector.
  2. Contrary to what is reported, it is not just an underpass, it will be both-Underpass as well as flyover. This was confirmed by the manager who had the sanctioned copy with him.
  3. Even if the NHAI gets the funds, the project can be done smoothly after MUDA does its job of clearing that area. MUDA (Mangalore urban development Authority) will have to shift the cables, drainage lines, water pipes, electric cables, etc so that NHAI ccan do the work. It is estimated that this part of the work might take few months before NHAI can actually start its work. So, Why not pressurize MUDA to do its job from today itself?
With these information in the background, our social responsibility is not quite over yet.

Let us do our best, little or more, but surely which matters in our ultimate aim of making Mangalore a better place to live.

What can we do?

Should they take action on me for my sting operation on water meter tampering racket?

Myself, along with a journalist and other AAP members had conducted a sting operation in which we caught on camera a certified water meter reader tampering water meter in a construction site at 2nd cross bendur Mangaluru.
There was a press conference on this expose and majority of the journalists have published it. This news made headlines in state tv channels too. It was taken positively by almost all of whom we met and we still have messages congratulating us on this achievement.

Some parts of his story are false. Some parts need clarifications.

1. It was erroneously reported that Dr.D'Souza called him again to tamper!
It is evident from the records at the MCC agency that the said person is a certified meter reader. Its the duty of the meter reader to visit the site every 3-4 months, issue the bills and not to entertain anything else. Needless to say, the meter reader deviated from his job to venture into this criminal activity.
During the earlier incidence, the same meter reader, when he met the owner Dr.Deepak D'Souza for first time, had had taken the number of Dr.D'Souza and had given his number so as to meet after 3-4 months at a convenient date. The sole purpose of a meter reader disclosing his number to Dr.D'Souza was to ensure that the owner is present at the site when he comes for meter reading. Meter reader believes in convincing the owner about his efforts in preparing a manipulated bill.
Dr.D'Souza did not call the water meter reader to tamper. The whole point is missed over here.
Dr.D'Souza planned for his visit so that he could expose this racket and help MCC save crores of rupees.


2. It is falsely reported that Dr.D'Souza paid some amount for the second tampering incident.

The entire episode is captured on camera. During this episode, the meter reader is asking for the amount same as what he received last time. The owner Dr.D'Souza is heard telling him about payment on the next day, for which, the meter reader agreeing says that Dr.D'Souza could pay him next month as well!

3. The news reported asked Dr.D'Souza, why he had not paid Rs 21000.?
The news reporter first asked about payment of 'manipulated bill". He probably wanted to catch Dr.D'Souza's intentions then and intentions now. Had Dr.D'Souza paid the manipulated bill of rs 6,000 , the reporter would have "proved" Dr.D'Souza's selfish intentions. 
MCC does not accept payments more than the issued bill. Dr.D'Souza had no choice but to wait till the racket is exposed.
To his "disappointment", when Dr.D'Souza replied that he has not paid the earlier manipulated bill (i should have been Rs.21000 not Rs.6000), the reporter, out of his frustration, started lecturing on citizens duties to pay dues to the corporation without delay!!!!

4. It was reported that Dr.D'Souza did not complain for six months!!! its again, not true.


Dr.D'Souza has put all his efforts to follow the procedures and law of the land.
Upon knowing a probable date of meter readers visit to site, Dr.D'Souza had complained to Lokayukta police on 4th Feb. Dr.D'Souza is happy about the Lokayutka police's efforts in getting details about the person to start with. Its acceptable that Lokayutka could not proceed in thiss caase when they cameto knaow that water meter reader is not a government servant, but a person hired by an agency working for MCC.
Dr.D'Souza had met Mangaluru City Corporation (MCC) commissioner Hephsiba Rani Korlapati  on 4th Feb. Sting operation was done on 10th Feb. So there was 6 days of time with MCC. MCC , if acted on my complaint, could have caught the water meter reader red handed, as i had assured all my coperaation to them. Unfortunate that there was no action from their side for such a long time in these time of urgent and important situations.

5. MCC is finding fault with Dr.D'Souza who exposed water meter tampering racket.



When the water meter reader approached Dr.D'Souza for the first time and said he knows a technique of reducing water bill without MCC coming to know about it, what should Dr.D'Souza have done at that time?
Dr.D'Souza is a professor of forensic medicine who deals with crimes and has interests in all criminal methods which are not known or new. When a criminal tells about a new method where MCC is getting duped, Dr.D'Souza wanted to know it first.
If Dr.D'Souza had not agreed to pay him 2500 and subsequently complained about him, we know what would have been the consequence of this foolish step. the matter would have ended up, maximum, by punishing him. Remember, there was no proof with Dr.D'Souza
When Dr.D'Souza agreed to pay him 2500, and after the meter was tampered, Dr.D'Souza was still at square one. No proof.
This is a important point to be understood. Dr.D'Souza, being a forensic expert, would have sounded foolish than any one else, if he had complained about meter tampering. The reason is "SEALS WERE INTACT".
Its like a owner complaining to the police that a robber broke open his locked house and stole a fridge, but the doors/windows are INTACT!!!!!!

Now If it is understandable that Dr.D'Souza did the right thing by not complaing about the earlier incident, what were his options now?

a. he should have complained secretly to MCC-yes he did that.
b. he should have met the police- yes he did that.
c. he should have spoken to MCC engineer about water meters tamperability-yes he has done that indirecttly.

When the same engineer Mr.Naresh Shenoy of the MCC did not believe in the fact that water meters could be tampered and the seals are still intact, And, after due discussions (police, jouranlist, AAP members), Dr.D'Souza did the sting operation

1. This sting operation, if was not done, was there any other way to prove that my water meter whose seals are still intact, was tampered twice? Asks DR.DEEPAK D'SOUZA

2. Is'nt it true, this sting video has proved valuable for the Mangaluru city corporation and all the government offices throughout the country, to relook into the technical aspects of sealing water meters? asks Dr.DEEPAK D'SOUZA

3. Is is not a discouraging attitude towards whisteleblowers and informers, when despite their successful and helpful sting operation, despite they having followed proper strategic approach, are being threatened with ACTION? asks Dr.DEEPAK D'SOUZA
